能效管理计划第二部分船舶燃油消耗数据收集和报告要求

INTRODUCTION介绍：

国际海事组织海上环境保护委员会第70届会议于2016年10月28日以第MEPC.278(70)号决议和第MEPC.282(70)号决议通过了《国际防止船舶造成污染公约》附则VI的2016年修正案（以下简称修正案），并已经于2018年3月1日正式生效。

IMO MEPC has adopted Resulotion MEPC.278(70) about The amendment 2016 (hereinafter referred to as the amendment) to ANNEX VI of MARPOL (hereinafter referred to as the amendment) on October 28th 2016. And it has come into effect on March 1st 2018.

对MARPOL附则VI第22条SEEMP条款进行修订，要求自2018年12月31日或之前，SEEMP应包括一份关于燃油消耗数据收集计划的方法描述，以及向船舶主管机关报告数据的流程，同时在22条后新增第22A条-船舶燃料消耗数据收集和报告，自2019年1月1日起开始首个数据报告周期。

To amend the SEEMP clause of Article 22 of Marpol Annex VI，it is required that, from December 31st 2018 or before, SEEMP shall include a methodological description of the fuel consumption data collection plan, as well as the process of reporting data to the flag administration. At the same time,  new section 22A-ship fuel consumption data collection and reporting has been added after section 22, the first data reporting period will start from January 1st 2019.

APPLICATION 适用范围：

每艘5000总吨及以上国际航行船舶。

Every vessel of 5000GT and above, engaged on international voyages.

MAIN AMENDMENT 主要修改内容：

对 MARPOL附则Ⅵ相关条款修订,以便将船舶燃料消耗数据收集要求变成强制性,涉及到定义，检验与发证、港口国检查、 SEEMP条款,并新增22A条“船舶燃料消耗数据收集和报告”,主要内容包括: 

The relevant provisions of Marpol Annex VI are amended in order to make data collection requirements for ship fuel consumption mandatory and relate to definitions, inspection and certification, Port State Control, SEEMP provisions, A new 22A article on "Data Collection And Reporting On Ship Fuel Consumption" is added, including:

(1) 船舶 SEEMP中应当包括燃油消耗数据收集的方法描述

Description of methods for fuel consumption data collection should be included in SEEMP

(2) 按照规定的时间,5000GT及以上的船舶应按照 SEEMP中规定的方法收集数据

Vessels of 5000GT and above shall collect data in accordance with the methodology specified in SEEMP within the specified period.

(3) 向主管当局提交的IMO船舶燃油消耗数据库的主要数据有IMO号、船型、总吨、净吨、载重吨、主辅机输出功率、EEDI(若有时)、冰级(若有时)、不同燃油的年度消耗、和航行距离(从码头到码头)等

The main data of the imo ship fuel consumption database submitted to the competent authority are imo number, type of ship, gross ton, net ton, deadweight ton, output power of the main and auxiliary engine (if sometimes, ice class (if sometimes, annual consumption of different fuels), sailing distance (from berth to berth), etc

(4) 船舶满足公约 MARPOL附则Ⅵ修正案有关提交数据收集系统的规定后,由主管机关/授权RO签发“符合声明”

After the vessel meets the requirements of the amendment to Marpol Annex VI concerning the submission of a data collection system, a Statement of Compliance shall be issued by the Administation/authorized RO

REQUIREMENT OF ADMINISTRATION 船旗国要求

1.塞拉利昂主管机关签发海事通告MC037，要求船东、管理公司，认可组织遵守第MEPC.278(70)号决议修正案的要求

SLMARAD of Sierra Leone has issued MC037, which reqires shipowner/ manager/RO to comply with the amendment of Resulotion MEPC.278(70)

2.伯利兹主管机关签发海事通告MMN-18-002-r1,通知船东、管理公司和认可组织关于伯利兹船舶取得燃油消耗报告符合声明的程序，以符合2018年3月1日之后生效的船舶燃油消耗数据收集系统的要求。

IMMARBE of Belize has issued MMN-18-002-r1 to inform Ship Owners, ISM Operators and Recognized Organizations (RO´s) about the procedure to be followed for Belize registered vessels for obtaining the Statement of Compliance-Fuel Oil Consumption Reporting in accordance with the Data Collection System for Fuel Oil Consumption for Ships requirements which will enter into force on March 1st 2018.
